I plan to build a combination of 2 side decks and connect them with a walk around on my 15x30 semi-inground pool. I'm planning on using composite decking, and wondered if I can attach a vinyl fence on the deck?

It might not be a great idea to do that. Typically the pickets on the fence are pretty close. Also, vinyl fence is much higher than handrail. The combination of the too can catch a lot of wind. If the fence is not securely anchored to the ground it might blow away. Before you build check with the manufacter of the fence to see what the wind requirements are.
