I am looking at building the splash guard deluxe deck around a pool that already has 1" whilte gravel about 2' out. If I dig up this gravel and place the deck blocks on the ground can I bury them with this 1" gravel again?? In some parts the blocks may be fully buried?.

Depending on where you live, you don't want to bury the Dek-Blocks all the way with dirt. If you are in an area with frost, the block could push right out of the ground.

However, if you are just wanting to reuse you gravel for decorative element, you should be fine reusing it. Otherwise, it is not uncommon to set the block right on top of tamped gravel.
